After you got me thinking a little more about who reCAPTCHA was and what
they were doing, I did some research.  You're right that "we don't know"
what they're doing with all this digitized documents.  Since Google
bought reCAPTCHA
<http://mashable.com/2009/09/16/google-acquires-recaptcha/> it looks
like the partnership with the NY Times is either a way to monetize the
technology for Google or to demonstrate the commercial usefulness of it.

In any case, I was disappointed to read that despite using the Internet
Archive's data for generating CAPTCHAs they (apparently) did not feed
any of the corrections back to the Internet Archive
<http://xrl.us/bhpf2a>.

In this case, it makes sense to put this in non-free.

FWIW, I tried to look at other packages that depend on other services
Google provides (none of which have the source available) but it looks
like they're all in main (akonadi-kde-resource-googledata,
calendar-google-provider, libgdata*) or contrib (libgooglecharts-ruby).

Also, I'm pretty sure that that CiviCRM can be packaged with this as a
"suggests".
