[php-maint] Peer review of PHP_Compat

Hi there,

As I became a DD, I'll be able to upload my packages and the updates.
However, I strongly believe that we should team work on the PEAR
packages, and that it's better to communicate. Even though these
packages aren't that complicated, the number of them could add a lot of
work if not done correctly to begin with.

I have uploaded PHP_Compat to the Git, and I believe it is in good
shape, with the correct debian-sid / upstream-sid branches, as advised
both here and on the wiki page. I believe I got it right this time. Can
one of you have a quick look, and let me know if that's what was expected?

I believe that later on, I shall "git tag" the debian-sid branch with
the Debian release number, for the moment, I have just added a 1.6.0a2
tag for the upsteam-sid branch.

Reactivity would be much appreciated, but if everyone's busy, I'll
understand. If I have no news from anyone in this list within a week,
I'll upload the update to SID, and finish my work on the other PEAR
packages I planed to update/add to the archive.
