[php-maint] Bug#575021: php5-cgi doesn't find it'S ini file

Apparently, php5-cgi is compiled to read "/etc/php5/cgi/php-cgi-fcgi.ini",
but only installs "/etc/php5/cgi/php5.ini", so the ini file never gets
read.
