[php-maint] Adding xcache to pkg-php-maint

Hi

I'd like to add xcache under umbrella of pkg-php-maint. Not that I
want to get rid of the package, I just think it's natural place where
it should be co-maintained and I'd like to put it to pkg-php-maint svn
as well.

I have no power left to help with maintaining other PHP stuff, so don't
expect anything from me in this regard.
