[php-maint] Bug#648823: php5-common: default session.gc_maxlifetime of 1440 is not practical for mediawiki

It's true that the default setting can be a bit low for some 
applications, but you can always override it so I'm not sure this is a 
bug as such.

Just create a file called: /etc/php5/conf.d/local.ini and add:

session.gc_maxlifetime = 3600 ; one hour

Then run the maxlifetime command again to check that it has picked up 
the change.
