[php-maint] Bug#612286: README should be in /usr/share/doc/php-pear/

The PEAR README seems to be in /usr/share/doc/php5-common/PEAR/PEAR/README. However, one would expect that per Debian packaging conventions, it is in /usr/share/doc/php-pear/README.
