[php-maint] Added php-arc source package to pkg-php git repo

Hi.

FYI, I've added my php-arc [0] source package (managed with
git-buildpackage) to the pkg-php repository.

See it at : http://git.debian.org/?p=pkg-php/php-arc.git;a=summary

Previously it used to be in a personal repo of mine (which I will delete
once next upload has happened, for URL consistency).

I hope this is fine with everyone.

Any comments and or co-maintenance offer much welcome.
