Not sure if there was a followup on this request somewhere else, but the
team's general policy is not to backport anything.
Now, if you really want to, php-net-smtp should be trivial (perhaps it is just
a matter of adding a changelog entry) and the intl extension can be packaged
from the source at pecl.php.net/package/intl. The version in squeeze and
greater come from php5 itself.
Most pecl extensions are fairly easy to package, you could use dh-make-pecl,
or a cdbs-based rule like the one I use on php-tokyo-tyrant and others.
