[php-maint] Bug#631349: php-pear: Missing /etc/pear.conf -> /etc/pear/pear.conf

Hello,
php-pear has a configuration /etc/pear/pear.conf.

After trying 'pear config-show' i saw an item:

but in debian it is /etc/pear/pear.conf.


So i tried a link /etc/pear.conf -> pear/pear.conf,
and now i saw an significant change:

I recommend to put a link in php-pear
/etc/pear.conf -> pear/pear.conf
resp. to change the build-option on /etc/pear/pear.conf
to get the configuration evaluated.
