[php-maint] php-crypt-blowfish, php-net-dns, php-services-weather

I've decided to not take maintainership of these packages
(php-crypt-blowfish, php-net-dns, php-services-weather) and instead spend
time on other things. I've updated the appropriate bugs, removed the git
repositories, and left the Alioth group.

I let Thomas Goirand know earlier, and he asked that I update the list.

If anyone fancies working with these packages, I'm happy to provide the
basically completed packaging.
