[php-maint] Processing of php5_5.3.8-2_amd64.changes

Hi all,
Just FYI, I think we're going to need to solve this with a bumped epoch
and a new upload.
The lazy maintainer in me wanted to wait for a 5.3.9 or a 5.4, so
that we could just sweep it under the rug and pretend it never happened.
but especially given that a certain unnamed distribution has already
sync'd this broken version, i think the liability of leaving this version
around for too long has already been highlighted for us.
obviously they need to fix their own problems but i'd rather not see
a native 5.3.8 package make it into a debian stable release. So, unless
no-one immediately objects, I'll try to throw together a re-upload of
5.3.8 (in a way that should hopefully not cause problems for everyone's
existing git repos, even if that means an epoch).
