[php-maint] Problems building a patched version of debian's php packages

uhoh... this sounds like a bad problem on our end.  according to

	http://patch-tracker.debian.org/package/php5/5.3.8-1

it has somehow turned into a "native" package (i.e. no diff.gz/debian.tar.gz).
I think something must be wrong with how the latest packages have been
built.  Ondrej, care to comment? :)
