[php-maint] Request for review of NEWS and README.Debian in PHP

Hi,

would you please be so kind and review new texts I have added to PHP
NEWS files and README.Debian?

The text for review are:

5.4.4-5 update (e.g. the whole file)

suggest improvements in whole file if you have time and will)
