[php-maint] Lior Kaplan on the board of PHP packaging ship

Hi all,

I have asked Lior Kaplan to join the PHP5 packaging team since he seem
to still care about PHP and don't hate it (which will change in course
of time :)
and he fell into my trap and has accepted the role.
