All your assumptions are correct. I was planning to make next upload
to unstable to be 5.4~rc7-1, but then the security vulnerability came.

Fortunatelly I branched currect {debian,upstream}-sid to -testing,
because I thought something like that might happen. Also something
might also happen before 5.4.0 is ready to go to testing, so it's just
a safeguard, so we can push php5.3.x updates via testing/updates
(http://testing-security.debian.net/).

5.3.10-1 is priority=high, so it should take 2 days to migrate to
testing and then
the 5.4.0 will go there.
