[php-maint] Bug#674476: php5: cannot set inlcude_path variable in php.ini or .htaccess files

Setting the include_path variable in the php.ini file does not change the default path.

So far the only method I have found to change the path is to add the following to the php code:
set_include_path('/custom/path')

This is not ideal, especially when there are hundreds of pages of code.
