[php-maint] Bug#694543: Bug#694543: 5.4.8-1 experimental is wrongly "native"

It's not a problem with using/not using quilt, but there's long
standing problem with .xz source packages and git-pbuilder, which got
triggered again. I'll fix that in 5.4.9 upload.
