[php-maint] Bug#690395: php5-dev missing mysqlnd header files

I have confirmed that this is in fact a problem.

There seems to be no sign of the mysqlnd header files in any of the binary
packages produced. I looked and Fedora includes these in php-dev.

I tried to figure out how to do this in the build, but it seems extremely
convoluted and its not clear at all to me where would be the best place to
copy these headers into php5-dev.
