Logs don't print local time, but UTC.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

Looked for bug report upstream. Bug is aparently solved, but not in Debian.

As the PHP bug report says, my version of PHP should have this solved, but it doesn't.
