I again set up a Debian Sid instance in a virtual machine like described
above

Then all things works. thanks to Ondrey.

BUT: This new version didn't repair an broken older installation.

I use this script to get it running again:

apache2ctl stop
apache2ctl start
/etc/init.d/apache2 restart
