[php-maint] PHP version availability

The version in the unstable will be updated after next Debian stable
is released. The date hasn't been set yet. I might update version in
experimental, which you can recompile for your system.

Anyway if you want to report upstream bug, it's always a good idea to
try to reproduce it with latest vanilla version.
