[php-maint] Bug#709027: php5: libapache2-mod-php5filter is installed in preference to libapache2-mod-php5

The same thing happened to me during an upgrade from the testing version
of PHP to the unstable version just now.  The command-line that I ran
was:

aptitude -t unstable install libremctl1 remctl-client remctl-server \
    ruby-remctl python-remctl php5-remctl libnet-remctl-perl

since I was actually testing the remctl packages.  That did the normal
aptitude thing of prompting whether I wanted to remove php5-cli and
libremctl-dev or upgrade them and I choose to upgrade them, which
resulted in the following solution:
