[php-maint] Apache dependency for php5

Hi,

     I just tried to install php5 on Debian(Jessie), and it says it will 
install apache2, libapache2-mod-php5 and  so on. I checked the control 
file and php5 indeed has apache2 as a dependency. Why is this so ? In my 
opinion, we shouldn't make the choice of the web server for our users. 
We should leave it up to them.

   Instead, can we do a dummy package like php5-apache which installs 
apache, libapache2-mod-php5 etc ? Thanks
