[php-maint] Joining the alioth project

Hi Gunnar,

Could you give an outline of what are you trying to do?

Which PHP extensions? Are they new to Debian or just backports?

I've taken a look at the owncloud package in testing, and I don't see any
PHP extensions which should be backported. Maybe I've missed something.
