[php-maint] Bug#724817: php5: max_input_vars directive can't be set higher than 1000

I can change the value for max_input_vars to 5000 in php.ini and 
after an apache restart it is displayed correctry changed by phpinfo().

But still variables exceeding 1000 are discarded.

a value lower than 1000 works fine.
