[php-maint] Bug#742497: php5-fpm: does not support getallheaders()

The documentation claims that in PHP 5.4 getallheaders() is supported by
other SAPIs than Apache, but this isn't actually true for fpm. This has
been reported as a bug (with a patch) in 2012:
https://bugs.php.net/bug.php?id=62596 .

Based on this it doesn't seem like upstream is planning to fix this, so
it might be nice if Debian patched it instead.
