Same problem here but I'm running Debian 8.1

Package: libapache2-mod-php5
Version: 5.6.12+dfsg-0+deb8
Architecture: amd64

Configuring libapache2-mod-php5 (5.6.12+dfsg-0+deb8u1) ...

apache2_switch_mpm prefork: No action required

In my case apache was running and as I can see no invoke-rc.d was called 
(last line)
