[php-maint] Bug#807165: Bug#807165: php7.0-fpm: make php7.0-fpm co-installable with php5-fpm

Hi,

I actually built the packages for myself, removing the "conflicts"
definitions from the controls file, after checking the package contents
for collisions, and for the most part it seemed to be fine, except for a
few missing alternatives definitions in the php5 packages (phar for
example), and a conflict in the LSB headers in the classic style init
scripts.

After fixing those I could install both php5 and php7 and they work
without any problems side-by-side for now in my test environment.

Looking at the php7 packages, the folder structure did look a bit more
logically structured than the php5 ones, so I was hoping that php5 will
be changed to match the same pattern.
