[php-maint] Packaging php-pear on its own (Was: [pkg-php-pear] Incoming changes in PHP packaging)

Unfortunately, it looks like my previous offer to help [0] went
unnoticed. I guess it would make sense to package php-pear inside the
PHP PEAR Maintainers team, but won’t have time to work on that myself in
the near future.

On the other hand, I should be able to spare some cycles at the
beginning DebConf, will there be some PHP PEAR people willing to help at
that time? Will there be some PHP people to help with the transition?
