[php-maint] Patch to build reproducibly

Hi all,

Attached patch should make php5 build reproducibly at the cost of removing
the build time from several places of output. I personally think the time
the package was built is not really informative anyway. What do you say
about including such a patch?

Obviously we should try to forward it upstream although I'm not sure how
inclined they'd be to accept it.
