[php-maint] Refreshed patch for php 5.6.9

Hi,

I'm one of the two maintainers of the php5 package for OpenWrt embedded distribution.
Long time ago, we decided to take over one of your Debian patches, i.e.
use_embedded_timezonedb.patch

Since the last upstream release 5.6.9 this patch does not apply cleanly anymore, because
the PHP guys reworked the internal date lib a little bit in this release.

So I tried to adopt this patch for this new version and attached it to this mail,
hoping it will save you some time. At the moment, it is only compile-tested, I guess, I will
find some time to do more testing the next evenings, but I cannot promise at the moment.
