[php-maint] PHP 5.6 package archive for Debian Jessie

Hi,

I will negotiate with security team about the next round of updates. But
after recent regressions, I sort of agree to have more thorough testing
before uploading to stable unless there are serious security issues.

JFTR the repository has been updated to 5.6.9 now.
