[php-maint] Bug#799630: libapache2-mod-php5: changes apache MPM event if disabled

I have disabled the php module (a2dismod php5) and switched to mpm_event.

Upon upgrade, the postinst for libapache2-mod-php5 switched my MPM back to mpm_prefork anyway.

Setting up libapache2-mod-php5 (5.6.13+dfsg-0+deb8u1) ...
Module mpm_event disabled.
Enabling module mpm_prefork.
apache2_switch_mpm Switch to prefork
apache2_invoke php5: no action - module was disabled by maintainer


The package shouldn't re-enable itself on upgrade.
