[php-maint] Bug#822774: Bug#822774: Prefer libapache2-mod-php7.0

Hi,

I am almost convinced to revert the change back, but I got as many
questions about:

"I am installing nginx, so why is apache2 being pulled in?", so I
decided to make FPM preferred SAPI.
