[php-maint] problem - user must create directory manually

Please use standard Debian BTS and reportbug to report errors, e.g.:

# apt-get install reportbug
$ reportbug php7.0-fpm 

Add exact way how to reproduce the bug and leave all the additional
information intact.

(Or you can be even more terse, if you really want that nobody looks at
your bug report...)
