[php-maint] Bug#809725: php-dev: short package description possibly wrong?

Hi!

php-dev package's short description now reads
«HTML-embedded scripting language (Embedded SAPI library) (default)»

It is the exact same description as the package libphp-embed, plus it
does not mention development at all (which is strange for a *-dev
package).

Therefore I think there might have been a switch of description or a
copy/paste mismatch somewhere.
