[php-maint] PECL updates for PHP 7.0

Hey folks,

as the main packages (src:php5.6 + src:php7.0 + src:php-defaults) has
already landed in unstable, I would like to start updating PECL
extensions (and uploading a few new ones).

I will also upload src:php-defaults 23+coinst to experimental for folks
that want to build extensions against both PHP 5.6 and PHP 7.0. I am
hesitant to upload this into unstable (even as a proof of concept that
will get removed), as we plan to release Debian stretch only with PHP
7.0, and it might create confusion (and some expectations that we won't
fulfill).

I think that every PECL packager should test a coinst build at least
locally to prove that it works for two reasons:

1) (however unlikely) we might discover we need to release with both PHP
5.6 and PHP 7.0 because of some important but not compatible software
(fortunately, so far I've only heard success stories...)

2) PHP 7.1 will come one day or PHP 8 will come even later and we should
be prepared.

As a side note, I think it's time to send an email to debian-devel about
the changes we did.
