[php-maint] Bug#830943: php7.0-common: possibly wrongly documented default value for assert.exception

Hi.

The example php.ini's as well as the web docs seem to imply
that the default value for assert.exception is On.

However, looking at the code it seems (though I may be wrong)
that it's actually Off.
