[php-maint] Bug#823515: Bug#823515: php7.0-cli: missing Depends: php-common (>= 1:37)

Hi Andreas,

thanks for detailed analysis. As the dpkg-divert is there only because
of Ubuntu 15.10 backports, I think the best path would be just to drop
(or wrap) the dpkg-divert altogether as it's only an ugly hack anyway
;).
