[php-maint] php-net-idna2 -- PHP library for handling international domain names

Hello Team,

We are working on packaging external libraries for Gnu-Social project,
some of them are not in debian. One of such libraries is this
'php-net-idna2'. I'm done with packaging and raised ITP and RFS as well
and also i have been added as a PEAR packager in alioth. So I'm awaiting
for sponsors. It would be glad if any one from the team help it out. The
following are the bug reports and upstream URL's.
