It seems to be fixed in 7.1. The merge branch:
	https://github.com/bukka/php-src/commits/openssl_1_1_port

This package is called php7.0 not 7.1. Do I assume correctly that 7.1
will be part of stretch and a backport for 7.0 is required? If so, is
this something we could ping upstream about?
