[php-maint] Bug#853891: Bug#853891: php7.0: Please depend on {uwsgi, uwsgi-plugin-php} as well

I don't think that a good idea to depend on SAPIs outside of src:php7.0.
Why don't just just "Provide: php" from the "uwsgi-plugin-php"?
