   * What led up to the situation?

Somehow, the php7.0-snmp generates many warnings about missing "things"
until I install `snmp`. Maybe snmp should be a dependency?

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

Installing `snmp` fixes the problem.

   * What was the outcome of this action?

The warnings did not happen anymore.

   * What outcome did you expect instead?

I would expect the package to install `snmp` automatically. From 
Christian's comment, the `Recommends` does not work as expected.
