[php-maint] Bug#867867: php-all-dev: Doesn't depend on all supported PHP development packages

php-all-dev has short description:

It actually depends on:

> Depends: php7.0-dev, php7.0-json

Now unstable has had PHP 7.1 packages for about 6 months (info from
https://tracker.debian.org/pkg/php7.1), and while I can see it was
useful to hold off updating php-all-dev while we were in release
freeze, it would be really helpful to update php-all-dev now the
release has happened so that it's actually useful for its intended
purpose.
