[php-maint] Bug#883209: php7.0: Update timezonemap.h, which needs to match the bundled TZ db

Dear Maintainer,

Recent tzdata change to remove some invented abbreviations in 'europe'
such as America/Amsterdam, America/Godthab, ... cause PHP package to set
incorrect TZ.

I think PHP need a timezonemap.h update to be align with recent tzdata
modifications.
