3.0 and 3.01 is almost identical and I did have a long chat with FTP
Masters
and the conclusion was that PHP License in any version cannot be used
for anything not copyrighted by PHP Group, e.g. basically anything not
PHP itself.

f.e. php-json is fine because it is a copy of ext/json/ with some
modifications,
but most of the other random software authored by random people is not.

So you either need to convince upstream authors to use some more
appropriate license, or you need to show that the software in fact comes
from the "PHP Group" (that might be in fact the case in some packages).
