[Pkg-php-pecl] Bug#826407: Missing dependency on php-igbinary

After upgrading to the mentioned version of the package, I see the
following warning when running PHP.

 PHP Warning:  PHP Startup: Unable to load dynamic library
 '/usr/lib/php/20151012/redis.so' - /usr/lib/php/20151012/redis.so:
 undefined symbol: igbinary_serialize in Unknown on line 0

I see that the package has a Recommends for php-igbinary, but since it
seems to not function unless that package is installed you should
either upgrade that to a Depends or revert the change that makes it
required.
