[Pkg-php-pecl] PHP 7.0 transition complete!

Ladies and gentlemen,

as of today the php7.0 transition has been completed and src:php5 is no
more and Debian stretch will be release with PHP 7.0.

I would like to thank you everyone involved and especially:

- Nish from Canonical, who helped to iron many small bugs due to the
fact Ubuntu has transitioned sooner

- David for his numerous PHP packages and for taking over php-pear in
src:php-pear

- Mathieu for pkg-php-tools that made the smooth transition possible

And bunch of other folks who reported bugs and provided small patches.
