Control: retitle -1 php-memcached must build-depend on zlib1g-dev

Thanks for your report.

The error message for the actual bug is:
checking for ZLIB... yes, shared
checking for pkg-config... /usr/bin/pkg-config
checking for zlib location... configure: error: memcached support requires ZLIB. Use --with-zlib-dir=<DIR> to specify the prefix where ZLIB headers and library are located

The problem is that libssl-dev 1.1.0 no longer depends on zlib1g-dev, 
and packages that fail to declare an explicit dependency no longer get 
that installed.
