[Pkg-php-pecl] xebug for php 7.1

If you are speaking about Debian unstable, the transition from PHP 7.0
to PHP 7.1 hasn't happened yet. So no, you cannot have php-xdebug for
PHP 7.1 from Debian unstable yet.
